The Commission’s principles are in line with the hegemonic discourse in what concerns abstinence. Its main goal is encouraging adherence to treatment, or the decision to abstain from drug use (Decree-Law n. 130-A/2001). Amfetamines appear to be neurotoxic with animal studies indicating that heavy amfetamine use results in dopaminergic depletion. More recently, deficits in performance on neuropsychological tests have been demonstrated in human users. Cannabis produces dose-related impairments in cognitive and behavioral functions that may potentially impair driving an automobile or operating machinery. The effects of recreational doses of cannabis on driving performance in laboratory simulators and standardized driving courses have been reported as similar to blood alcohol concentrations between 0.07% and 0.10%. However, studies of the effects of cannabis on driving under more realistic conditions on roads have found much more modest impairments. Epidemiological studies of motor vehicle accidents have produced equivocal results because most drivers who have cannabinoids in their blood also have high blood alcohol levels.

The quest for human rights

The current drugs situation in the EU requires comprehensive and multisector responses across security, health and social policy covering the law enforcement, scientific, environmental, socio-political, technological and international dimensions of the issue. A people-centred and human rights-oriented approach are the cornerstones of EU drugs policy. These hesitations do not match the progressive transformation of drug use patterns, local and global, nor the several challenges, coming from different quadrants, posed to the War on Drugs, within what some call the transformational movement . Health Psychology

The most common version of this crime is the cultivation of marijuana, which might be entirely legal under state law. While the federal government has largely stayed out of punishing marijuana cultivation or cannabis product manufacturing because ofmedical and personal use exceptionsin state law, state regulation of the cannabis industry is often quite complicated. Even small-time drug dealing, such as one person selling a small amount of scheduled drugs, can be punished as a felony. While the penalties may be less severe than those for selling larger amounts, drug possession with intent to distribute may involve probation or even prison time. According to theDrug Enforcement Administration, selling even 100 grams of heroin can result in a minimum sentence of five years in prison.

A warrant of seizure is issued and property is seized at the time an individual is arrested on charges that may result in forfeiture. A conviction for drug trafficking also makes a criminal susceptible to additional punishments, particularly in the context of an international operation. This can include the forfeiture of all assets related to the drug trafficking business, such as bank accounts, cars, or properties used in the crime. Seizure of assets is often required if the defendant is sentenced to more than one year in jail. Additionally, since drug trafficking is a felony, it may also make defendants susceptible to immigration consequences, including possible deportation after a prison sentence is served.

This crime is especially dangerous because of the harmful chemicals involved in the production process and the risks of fire. If convicted, those involved in running a drug manufacturing operation typically face lengthy prison terms. In local jails, veterans (81%) reported levels of prior drug use similar to nonveterans (83%), but lower levels (44%) of drug use in the month prior to the offense than nonveterans (50%) in 1997. About 15% of jail inmates said they had been in a physical fight while under the influence of drugs. 25% of jail inmates said they had arguments with their family, friends, spouse, or boyfriend/girlfriend while under the influence of drugs. Violence serves as a method of initiation for many gangs through ‘beating in’ rituals or requirements to commit an act of violence against members of rival gangs. The day-to-day activities of gang members were characterized by violence, and even gang members’ own proposed solutions for gang problems were violent in nature.
